Southwestern Electric Power Company (SWEPCO)

SWEPCO offers an optional residential time-of-use rate in Arkansas known as Rate Schedule 8. The on-peak window runs from 1:01 p.m. through 7:00 p.m. on weekdays, excluding national holidays, during July, August, and September only. Outside those hours, and during all other months, customers pay the lower off-peak rate. Enrollment requires an Advanced Metering Infrastructure (AMI) meter, and SWEPCO reserves the right to limit participation based on AMI availability. The specific Arkansas peak and off-peak energy rates in cents per kWh were not publicly accessible during research and are flagged for re-verification. In Louisiana, SWEPCO's filed tariff book (July 30, 2026 edition) carries three EV-relevant pilots, all effective February 2025 under LPSC Docket R-35136: a voluntary Residential Service Time-of-Use Pilot with off-peak energy at 3.18 cents per kWh from 11pm to 5am year-round (summer super on-peak 16.04 cents from 3pm to 7pm, a $9.50 customer charge, AMI meter required), a Residential PEV Rider that credits 4.28 cents per kWh on submetered off-peak EV charging for a $6.88 monthly second-meter charge, and a General Service PEV Pilot for commercial EV charging at 4.095 cents off-peak and 10.9 cents on-peak with a $27.00 customer charge. Texas has no residential EV-specific TOU rate confirmed; those customers pay the standard residential rate.

A $250 rebate is available to SWEPCO residential customers who own or rent a single-family home and install an ENERGY STAR-certified Level 2 EV charging station. The rebate is funded on a first-come, first-served basis while funding lasts, and has been confirmed available in Arkansas, Louisiana, and Texas. A separate $250 rebate applies to multifamily Level 2 EV charging projects in Louisiana and Texas. These rebates do not require enrollment in any particular rate plan, so they can be combined with the optional TOU rate in Arkansas.

SWEPCO is a vertically integrated investor-owned utility regulated by three separate state commissions: the Arkansas Public Service Commission, the Louisiana Public Service Commission, and the Public Utility Commission of Texas. Its Texas service territory sits outside the ERCOT grid and operates under SPP (Southwest Power Pool), which means Texas customers deal directly with SWEPCO for rates rather than choosing a competitive retail provider. The Louisiana tariff includes Schedule 73, a pilot rate effective August 30, 2025, for commercial operators of public EV charging facilities; this is the utility's primary commercial EV infrastructure offering.
