Cleco Power does not offer an EV-specific time-of-use rate. Cleco's charger rebate is open to residential customers on the standard residential schedule or on its TOUCH Program schedule. Check Cleco's filed rate schedules for current rates, peak windows, and seasonal definitions before choosing a plan for charging.

Cleco's rebates run through one program, the Electric Vehicle Charger Incentive rider, rather than through the rate you take. A residential customer in good standing can get $250 toward a new Level 2 charger, capped at two Level 2 charger incentives per account. The commercial side of the same program pays $1,000 per port for a Level 2 charger at a multifamily, workplace, or publicly accessible site, and $3,500 per port for a DC fast charger. The rebates do not require enrollment in TOUCH, and TOUCH does not require taking a rebate; the two are independent.

Cleco is an investor-owned utility, distinct from Entergy Louisiana and SWEPCO, and its territory is largely rural and small-city central Louisiana plus a stretch of the southeast. Its base rates and the EV charger incentive rider are set by the Louisiana Public Service Commission, not a deregulated retail market, so the program terms are uniform across the territory and change only through LPSC filings. The charger incentive rider took effect May 1, 2025.
