MidAmerican's EV-eligible time-of-use option is called Rate RST and is available to residential customers using 50,000 kWh or less annually. Off-peak hours run from 10 p.m. to 8 a.m. every day at a rate of 6 cents per kWh. During summer billing months (June through September), the on-peak window is 1 p.m. to 6 p.m. on weekdays, priced at 20 cents per kWh; all other summer hours cost 9 cents per kWh. Outside of summer, non-on-peak hours drop to 7 cents per kWh. An EV owner who charges overnight will nearly always fall in the off-peak window. Enrolling requires contacting MidAmerican directly; the utility installs a TOU meter at no charge and requires a 12-month commitment before switching back.

MidAmerican's residential Level 2 charger installation rebate is no longer offered as of September 2026: it does not appear on MidAmerican's current EV or rebate pages, and the DOE Alternative Fuels Data Center listing for the program shows no incentive currently offered. Enrolling in Rate RST remains available on its own, independent of any charger rebate. A commercial EV charger rebate appeared in older DOE AFDC records with a 2022 install window, but current sources still do not confirm an active commercial program; business customers should contact MidAmerican directly before planning around a commercial incentive.

MidAmerican is a rate-regulated investor-owned utility under Iowa Utilities Commission jurisdiction, meaning its tariffs and rebate programs require IUC approval. Iowa is a regulated (non-deregulated) electricity market, so customers in MidAmerican's territory cannot choose an alternative retail supplier. Iowa's electricity rates rank among the lowest in the nation (EIA data), which means the off-peak TOU rate of 6 cents per kWh represents a meaningful operating cost advantage for overnight home charging compared to most U.S. markets.
