Ameren Illinois offers one optional EV-eligible time-of-use rate, branded ChargeSmart, which changes only the delivery portion of the bill while the electric supply rate stays the same. Charging during the Preferred Charging Period of 11pm to 7am earns a per-kWh delivery credit, while usage during the daytime Non-Preferred Charging Period adds a charge tied to the single highest one-hour of household usage in the billing period. It suits drivers who can reliably charge overnight and shift other heavy usage off the daytime window.

ChargeSmart is the program that ties the rate and the incentives together. Residential customers enrolling in ChargeSmart receive a monthly bill credit for the first 12 consecutive months to ease the adjustment, and the residential Level 2 charger incentive is delivered through the EV Partners network, covering the charger, electrician labor, and any panel upgrade at no cost for qualifying customers, with additional help for customers in Equity Investment Eligible Communities. A separate $50 marketplace rebate on a Blink HQ 200 charger is open to any residential delivery customer. Business, public, corridor, and transit charging is handled through ChargeSmart for Business make-ready incentives.

Illinois is a deregulated electricity market, so Ameren Illinois bills customers for delivery while their energy supply can come from a competitive supplier or the utility default. That structure is why the EV rate touches only delivery charges. Ameren Illinois EV programs sit under Beneficial Electrification plans the Illinois Commerce Commission approved under the Climate and Equitable Jobs Act, which is also why equity-community eligibility shapes which incentives a given address can claim.
