Nebraska Public Power District

NPPD does not offer an EV-specific time-of-use rate. Residential customers can opt into the RateWise Time-of-Use rate, which prices electricity by on-peak, off-peak, and super off-peak periods set in NPPD's filed rate schedule, so charging overnight costs less than charging during the priced peak. NPPD positions this rate for households that can shift usage, including EV charging, into the cheaper periods. Customers who do not enroll stay on the standard RateWise Anytime rate, where the price per kilowatt-hour does not change by time of day.

The GoEV rebates are tied to charging equipment, not to a rate, so a customer can take the residential charger and pre-wiring rebates whether or not they switch to Time-of-Use. The residential program covers a Level 2 charger plus home pre-wiring for a 240-volt circuit; the commercial and workplace program is a separate track aimed at non-residential accounts and funds a share of charging-station cost plus conduit for new construction. Rebates are first come, first served.

Nebraska is the only state served entirely by public power, so NPPD sets its own rates through an elected board rather than a state public service commission, and its territory is mostly rural and spread across many small communities. The GoEV rebates are open not only to NPPD retail customers but also to customers of the wholesale public-power utilities NPPD serves, so eligibility can extend beyond NPPD's direct retail meters.
