Northern States Power Company - Minnesota (Xcel Energy)

Xcel Energy gives Minnesota EV owners a few ways to charge on cheaper off-peak power. A separate-meter EV rate, billed on a Time of Day schedule, treats 9pm to 9am as off-peak, so overnight charging on a dedicated EV meter costs much less than daytime power. The EV Accelerate at Home program uses a tighter midnight to 6am off-peak window, with the program charger metering EV charging on its own. For drivers who do not want a second meter, Xcel also offers an optional whole-home time-of-use rate with a 6pm to 9pm weekday peak. These rates suit drivers who can shift most charging to late night.

The rebates and rates are designed to stack. The Charger and Wiring Rebate pays toward a Level 2 charger and its 240V circuit, while Optimize Your Charge adds a $50 annual bill credit for letting Xcel schedule charging to off-peak windows at least a quarter of the time. EV Accelerate at Home is a separate path: the program charger, rented from Xcel or purchased up front, meters EV charging on its own, and Xcel bills the program as a flat monthly subscription or pay as you go. Commercial, fleet, and multifamily customers use different make-ready infrastructure programs, not the residential rebate.

These programs are Minnesota offerings, approved by the Minnesota Public Utilities Commission. Northern States Power also serves parts of North Dakota and South Dakota, where the Public Service Commission and Public Utilities Commission respectively set rates, and where comparable EV-specific rate and rebate programs were not confirmable from the utility's own pages. North Dakota and South Dakota EV owners should verify directly with Xcel which programs apply before assuming the Minnesota menu carries over.
