Northern States Power Company - Minnesota, the Xcel Energy operating company serving about 1.59 million electric customers across Minnesota and parts of North Dakota and South Dakota, runs the EV programs covered here under Minnesota Public Utilities Commission jurisdiction. In Minnesota it offers a separately metered EV Time of Day rate, an optional whole-home time-of-use rate, the EV Accelerate at Home charger program with its own off-peak pricing, a charger and wiring rebate, an electrical panel upgrade rebate, and the Optimize Your Charge managed-charging credit. North Dakota and South Dakota offerings are set by those states' commissions and are not covered here.

Minnesota residential EV owners who install a second meter that serves only the EV charging station. The discounted off-peak rate applies only to the separately metered EV load; the customer pays an electrician for the meter socket and wiring, and a detached garage without its own Xcel meter needs a separate service. Xcel's program page puts off-peak charging at about half the normal cost of energy and on-peak charging at about double.

Minnesota residential customers with Wi-Fi at the charging location and a hardwired, program-qualifying Level 2 charger, either rented from Xcel with installation and maintenance included or brought by the customer. The charger meters EV charging on its own, so no second utility meter is needed. EV charging costs 3.8 cents per kWh from midnight to 6am every day, 27.8 cents in summer (June to September) and 24.9 cents in winter during the 3pm to 8pm weekday peak, and 11.3 cents in summer and 9.9 cents in winter at all other hours, plus fuel charges. Pay As You Go costs $17 a month with a rented charger or $7.77 with your own; the Monthly Subscription costs $46.57 or $37.11 and includes up to 1,000 kWh of off-peak energy (prices effective July 1, 2026). The subscription is not available to customers on Solar*Rewards, net metering, or the Time of Day rate.

Optional whole-home rate available on a voluntary basis to all Minnesota residential customers, including EV owners who do not want a second meter. On-peak power (6pm to 9pm on non-holiday weekdays) costs about 21 cents per kWh in summer and 17 cents in winter, overnight off-peak (midnight to 6am) costs about 7.5 cents year-round, and all other hours bill at the mid-peak rate of about 13 cents in summer and 11 cents in winter. Summer runs June 1 to September 30.

EV Charger and Wiring Rebate
Up to $500 standard; up to $1,200 for income-qualified households
Minnesota residential customers enrolled in a qualifying program or rate (EV Accelerate at Home, Optimize Your Charge, Time of Day Separate Meter, or an eligible time-of-use or time-of-day rate) who buy a Level 2 charger and/or wire a 240V circuit with a licensed electrician. Rebates are paid first come, first served. The income-qualified rebate of up to $1,200 applies to households at or below 80 percent of area median income or enrolled in an approved federal, state, municipal, or utility assistance program.

Up to $1,500
Minnesota residential electric customers who upgrade their home's electrical panel to a higher amperage, installed by a certified electrician. Replacing a broken panel does not qualify. Xcel lists EV charging among the projects that may need a panel upgrade. Apply with a dated invoice by September 30 of the year after installation.

Optimize Your Charge
You pick an overnight charging window (11pm to 7am or 10pm to 6am) and connect a qualifying EV or charger to its smart charging platform, which reports charging data to Xcel over Wi-Fi. No second meter or new charger is required.
$50 annual bill credit, issued each October, for doing at least 25 percent of at-home charging during your selected window
Xcel Energy gives Minnesota EV owners a few ways to charge on cheaper off-peak power. The Time of Day Separate Meter rate puts the EV charger on its own meter and treats 9pm to 9am on weekdays, plus all of weekends and holidays, as off-peak. The EV Accelerate at Home program uses a tighter midnight to 6am off-peak window at 3.8 cents per kWh, with a 3pm to 8pm weekday peak, and the program charger meters EV charging on its own. For drivers who do not want a second meter, Xcel also offers an optional whole-home time-of-use rate with a 6pm to 9pm weekday peak and a 7.5 cent overnight rate from midnight to 6am. These rates suit drivers who can shift most charging to late night.
The rebates and rates work together. The Charger and Wiring Rebate pays up to $500 toward a Level 2 charger and/or its 240V circuit, but only for customers already enrolled in a qualifying program or rate, such as EV Accelerate at Home, Optimize Your Charge, the separate-meter rate, or an eligible time-of-use rate. Optimize Your Charge adds a $50 annual bill credit for doing at least 25 percent of at-home charging in an overnight window you choose. EV Accelerate at Home is a separate path: the program charger, rented from Xcel or brought by the customer, meters EV charging on its own, and Xcel bills the program as a flat monthly subscription or pay as you go. If the charger needs more capacity than the home has, a separate Electrical Panel Upgrade Rebate pays up to $1,500 for raising the panel's amperage. This page lists no commercial or multifamily charger rebate because none could be confirmed for Minnesota.
These programs are Minnesota offerings, approved by the Minnesota Public Utilities Commission. Northern States Power also serves parts of North Dakota and South Dakota, where the North Dakota Public Service Commission and the South Dakota Public Utilities Commission set rates, and this page does not cover the EV programs offered there. North Dakota and South Dakota EV owners should check directly with Xcel which programs apply before assuming the Minnesota menu carries over.
