LES does not publish a residential EV-specific or time-of-day rate. Residential customers in Lincoln pay a standard bill made up of a customer charge, a facilities charge that steps up with monthly usage, and a per-kWh energy charge, so charging an EV at home costs the same per kWh whether you plug in overnight or during the afternoon. Because the energy charge does not vary by hour, there is no off-peak window to shift charging into for a lower rate.

LES has no confirmed EV charger rebate for residential or commercial customers. The utility runs a Sustainable Energy Program (SEP) that offers efficiency incentives to homes and businesses, but published sources do not confirm an EV charging station rebate under it. There is therefore no rebate that stacks with a rate plan; an EV owner's main interaction with LES is the standard residential rate plus access to the utility's public charging station map.

LES is a municipal utility in Nebraska, the only all-public-power state, so it is governed by a local administrative board rather than a state public service commission. That structure means rate and program changes move through Lincoln's budget and board process. From 2019 to 2021 LES ran an EV charging study with a demand response pilot, partnering with NREL and the University of Nebraska-Lincoln, which informs but does not equal a current managed-charging offering.
