Delmarva Power serves two distinct regulatory territories that determine which EV programs are available where. Delaware customers who participate in the Plug-In Vehicle (PIV) Managed Charger Program are automatically enrolled in Rate PIV, an EV-specific TOU rate with on-peak hours from noon to 8 pm Monday through Friday, excluding holidays. Off-peak hours cover all other times, including overnight, making overnight charging the most cost-effective option. Maryland customers are not eligible for the PIV rate but can opt into the Whole House TOU rate, which uses the same noon-to-8-pm weekday peak window and applies to the whole home rather than just the EV charger circuit.

The rebate programs differ by state as well. In Delaware, the PIV program offers up to 50 percent of the cost of a qualifying Level 2 smart charger plus 100 percent of installation costs, but participation is capped at 100 customers on a first-come, first-served basis. Enrollment in the rebate automatically triggers enrollment in the Rate PIV TOU rate, so the two programs are bundled. In Maryland, residential customers can receive a flat 300-dollar rebate through the EVsmart program after installing a qualifying Level 2 smart charger; Maryland small businesses and nonprofits can access the Workplace Charger Rebate, which covers 50 percent of equipment, warranty, and installation costs up to 5,000 dollars per port and 30,000 dollars per property. Delmarva Power Maryland customers with a Tesla can also enroll in a Smart Charge Management program that pays 10 dollars per month for charging primarily during off-peak hours.

Delmarva Power is a wires-only distribution utility operating in a retail-choice environment in both Delaware and Maryland, meaning it delivers electricity but does not set the commodity supply rate for most customers. Rate PIV and the Whole House TOU affect distribution charges, not supply charges, so the savings from TOU enrollment depend on the distribution-rate differential and are separate from whatever supply rate a customer has chosen. Delaware is also in the PJM Interconnection footprint, which means regional capacity and energy market conditions influence total bills in ways that differ from vertically integrated utility states.
