Baltimore Gas and Electric Company (BGE)

BGE's residential EV option is the Vehicle Charging Time-of-Use Rate, also filed as Schedule EV. Instead of moving the whole house to a time-based rate, it puts only the enrolled EV or home charger on the EV rate while the rest of the home stays on the standard residential rate. Charging is cheaper overnight and on weekends and more expensive during weekday peak hours, so the rate fits drivers who can plug in and charge after the evening peak.

BGE no longer offers its earlier flat $300 home charger rebate; that program is fully subscribed and closed to new applicants. Residential drivers today stack the Vehicle Charging Time-of-Use Rate with two behavioral incentives: a $50 per year Home Charging Incentive for charging off-peak at least 90 percent of the time, and the Smart Charge Management program, which pays monthly bill credits for letting BGE schedule charging. Multifamily and commercial property owners are served by a separate make-ready style rebate covering half of eligible charging equipment and installation, not the residential incentives.

BGE is an Exelon subsidiary and the regulated wires utility for central Maryland, so its EV programs run under a Maryland Public Service Commission multi-utility EV portfolio order rather than as standalone marketing offers. Smart Charge Management has moved from an initial pilot to an ongoing offering under that portfolio, so the managed-charging incentive is a durable program rather than a short trial.
