Potomac Electric Power Company (Pepco)

Pepco offers a whole-home time-of-use rate to plug-in vehicle owners in both Maryland and the District, filed as Schedule R-PIV. Peak hours are noon to 8pm Monday through Friday, excluding holidays; every other hour, including overnight and all weekends and holidays, is off-peak. The rate prices the entire home's electricity use, not just the charger, so it pays off mainly for households that can shift most usage out of the weekday afternoon. In Maryland it requires a smart meter and Standard Offer Service, and excludes third-party-supplier and net metering customers. Current per-kWh rates are in Pepco's published tariff sheets and rate flyer.

Maryland customers have two other options. A vehicle-only time-of-use rate puts just the EV or charger on a time-of-use schedule while the rest of the home stays on the standard rate, and a Smart Charge Management program pays up to $120 a year for letting Pepco manage charging. Both enroll through WeaveGrid. Pepco's Maryland and District EV pages list no residential charger rebate, and the DC Public Service Commission declined Pepco's earlier proposed DC charger rebate and multifamily discount in a June 2022 order. Enrolling in a time-of-use rate does not depend on any rebate program.

Pepco is an investor-owned electric distribution utility regulated by the Maryland Public Service Commission in Maryland and by the DC Public Service Commission in the District. The DC rate environment is subject to ongoing DCPSC proceedings; customers in the District should check current dockets before projecting long-term savings from TOU enrollment.
