In Maryland, Pepco offers a whole-house time-of-use rate (Schedule R-TM) and a plug-in vehicle-specific TOU rate (Schedule R-PIV), both with a noon-to-8pm weekday peak window. The EVsmart program previously offered residential charger rebates, multifamily rebates, and workplace rebates in Maryland, but all three program tracks are reported closed to new applications; the Smart Charge Management program for Tesla also closed enrollment in mid-2024.

Apply / learn more →Pepco offers Maryland residential EV owners two time-of-use options: the whole-house Schedule R-TM, which applies TOU pricing to all household consumption, and the plug-in vehicle-specific Schedule R-PIV, which covers the entire home's usage but was designed with EV owners in mind. Both use the same peak window: noon to 8pm on weekdays, excluding holidays. Off-peak hours cover all other times, including overnight charging and all weekend hours. DC residential customers can opt into the comparable R-PIV schedule. Current per-kWh rates are published in the Maryland tariff schedules and the DC rate sheet linked in the sources below.
Pepco's EVsmart rebate programs in Maryland included a residential Level 2 charger rebate, a multifamily property rebate of up to $15,000 per station, and a workplace rebate of up to $5,000 per port. All three tracks are reported closed to new applications as of 2025. The Smart Charge Management program, which offered a monthly incentive for Tesla owners who charged during off-peak hours, also closed new enrollment in mid-2024. There is no requirement to enroll in a rebate program to access the R-TM or R-PIV rate; the time-of-use rate is a separate, voluntary enrollment.
Pepco is an investor-owned electric distribution utility regulated by the Maryland Public Service Commission for its Maryland service territory and by the DC Public Service Commission for the District. The DC rate environment is subject to ongoing DCPSC proceedings; customers in the District should check current DCPSC dockets before projecting long-term rate savings from TOU enrollment.
