CPS Energy does not offer an EV-specific time-of-use rate. Residential customers, including EV owners, are served under the standard Residential Electric (RE) rate, a flat energy charge with a summer peak capacity component that applies above a monthly usage threshold. There is no off-peak discount window, no separate overnight EV tier, and no opt-in time-of-use rate for residential accounts. The utility has stated it does not plan to introduce a standalone EV rate in the near term, though the FlexEV Off-Peak Rewards program functions as a behavioral substitute.

CPS Energy's primary EV incentive is the FlexEV Off-Peak Rewards program, which pays a one-time $50 bill credit at enrollment plus $10 per month in any month the customer charges during the peak window (Monday through Friday, 4 pm to 10 pm) no more than twice. This is a behavioral incentive, not a hardware rebate: there is no cash back for purchasing or installing an EVSE. A prior managed-charging program that paid a larger enrollment bonus in exchange for remote load control of a compatible smart charger is no longer available. No commercial or multifamily EVSE rebate program has been identified from Tier-1 or Tier-2 sources as currently active.

CPS Energy is a community-owned municipal utility overseen by a board of trustees appointed by the San Antonio City Council, not an investor-owned utility subject to the Texas Public Utility Commission. San Antonio is inside ERCOT's geographic footprint but is served by a municipal utility that is exempt from retail electric deregulation, meaning there are no competing retail providers and customers cannot shop for a better rate. Texas does not have a statewide right-to-charge law protecting EV owners in HOA or condominium communities, so whether a homeowner can install an EVSE in a shared building depends on the association's governing documents, not state statute.
