WPS's Residential EV Charger Pilot is the main tool for EV owners who want to cut charging costs. The utility does not sell a standalone EV-only time-of-use rate; instead the pilot pays a per-kWh bill credit for energy used between midnight and 8 a.m. daily, up to 400 kWh per month. The credit depends on your underlying rate: about 4 cents per kWh on the standard flat rate, 1 cent on the Rg-3 time-of-use rate, and half a cent on the Rg-5 three-tier time-of-use rate. WPS reads interval data from your existing meter, so no special charger is required.

The pilot is a rate credit, not a hardware rebate. WPS states the residential program does not pay for buying an EV, buying a charger, or installing one at home, so there is nothing to stack on the residential side beyond the off-peak credit itself. On the commercial side, the Business EV Pilot offers customized make-ready allowances and rebates for facility electrical work, but it requires a commitment to install at least 150 kW of new Level 2 or DC fast charging and a separate metering setup.

WPS is an investor-owned utility regulated by the Public Service Commission of Wisconsin, and both pilots operate under PSC oversight. Its territory covers northeastern and central Wisconsin, including the Green Bay, Appleton, and Wausau areas, a cold-climate region where overnight garage charging is common. Residential pilot participants must own their home and have the charging location served by the meter tied to their address, which limits renters and many shared-meter multifamily situations.
