Wisconsin Power and Light's optional time-of-use rates are the main tool for EV owners who want to cut charging costs. WPL, an Alliant Energy company, offers two such plans, Nights and Weekends and Peak Nights and Weekends. On both, energy costs least between 11 p.m. and 6 a.m. and all weekend, so charging an EV overnight is where the savings come from. Peak Nights and Weekends adds a weekday demand charge of $4.90 per kilowatt for the highest hourly use between 10 a.m. and 8 p.m. Monday through Friday, so it suits households that can keep daytime use low.

WPL pairs these rates with rebates. Residential customers get $500 off an eligible Level 2 charger instantly through the Alliant Energy Marketplace, a program approved in the November 2025 rate settlement. Commercial and industrial customers follow a separate tiered rebate: $500 for a single-port unit, $1,000 for a dual-port unit, and $1,500 for a networked dual-port unit. Any customer can also enroll an EV or Wi-Fi Level 2 charger in Smart Hours, which works alongside whichever rate plan you choose.

WPL is a regulated investor-owned utility overseen by the Public Service Commission of Wisconsin, so its rates and EV programs are set through PSC dockets rather than a competitive retail market. The residential charger rebate came out of the unanimous settlement in Docket 6680-UR-125, approved on November 6, 2025, which means program terms can shift between rate cases.
