UI does not publish an EV-only time-of-use rate. EV owners can instead opt into Rate RT, UI's voluntary whole-house Time of Day rate. On-peak hours run noon to 8 p.m. on weekdays; off-peak covers 8 p.m. to noon on weekdays plus all day Saturday and Sunday. Charging overnight or on weekends falls in the cheaper off-peak window. Because UI's supply rate resets twice a year, the exact off-peak price per kilowatt-hour changes, so confirm the current Rate RT pricing before switching. Customers who stay on standard residential service pay a flat per-kilowatt-hour rate regardless of time of day.

UI's rebates run under Connecticut's statewide EV Charging Program, the same framework Eversource Connecticut uses. Residential customers can get up to $500 toward a qualifying networked Level 2 charger and up to $500 toward a wiring upgrade. Income-eligible or location-eligible customers can instead receive a combined upfront rebate of up to $1,500 if they commit to managed charging for at least 24 months. Charger rebates stack with the residential managed charging program, where the Baseline tier pays up to $200 per year and the Advanced tier up to $300 per year. The commercial program is separate, covering up to 50 percent of charger cost and up to 100 percent of make-ready costs.

UI's territory is small and dense, covering coastal southern Connecticut around New Haven and Bridgeport rather than the whole state. What makes Connecticut distinctive is that the EV programs are statewide and identical across utilities by design: PURA authorized a single nine-year program in Docket 17-12-03RE04, and Eversource and United Illuminating each run the same offerings in their own service territories. As of January 1, 2026, the residential upfront rebate tightened to focus on households at or below 300 percent of the federal poverty level or in high-poverty census tracts, a change driven by Connecticut legislation passed in 2025 rather than by UI's own choices. The program runs on annual budgets and can close to new applicants once a given year's funding is exhausted, so timing matters for applicants.
