Wallingford Electric Division does not publish an electric-vehicle-specific or time-of-use rate. Residential customers are billed on Rate No. 1, a conventional flat per-kWh charge plus fixed service charges, so the cost to charge an EV overnight is the same per kWh as any other household use at any hour. There is no off-peak window or reduced overnight price to plan charging around. Drivers who want to lower charging costs here are limited to managing total household consumption rather than shifting load to a cheaper time block.

Because there is no EV rate, there is nothing for an EV incentive to stack with on the rate side. Wallingford Electric runs residential and commercial energy conservation rebate programs covering heat pumps, heat pump water heaters, smart thermostats, and insulation, administered by the utility's own energy efficiency staff. The utility does not publish a dedicated EV charger rebate for residential or commercial customers, and the Connecticut statewide utility EV rebates do not apply to Wallingford customers.

The key service-territory caveat is jurisdictional. Wallingford is one of Connecticut's municipally owned electric systems, governed by the town rather than by PURA, which is why the Eversource and United Illuminating EV rates and rebates created under the PURA EV Charging Program do not reach Wallingford. Statewide programs that are not utility-administered, such as the CHEAPR vehicle purchase rebate and Connecticut Green Bank Smart-E loans for home chargers, remain available to residents regardless of who delivers their electricity.
