NV Energy's Optional Residential Service Time-of-Use rate (ORS-TOU) is the primary tool for EV owners in northern Nevada who want to cut charging costs. It is an optional plan available to all residential customers, not just EV owners. On-peak hours run from 6:01 pm to 9:00 pm daily, year-round; all other hours are off-peak. Charging an EV overnight, after 9 pm, avoids peak pricing entirely. The utility backs the plan with a 12-month minimum enrollment and a first-year savings guarantee: if a customer does not save money compared to the standard flat rate after 12 months, NV Energy credits the difference and offers to return the customer to the flat rate. The PowerShift residential charger rebate and the Residential Managed Charging Program are separate programs that can be pursued independently, though both reward off-peak charging behavior. The charger rebate pays up to $500 (or 75% of installed cost) when a customer uses a qualified networked charger and shares charging data, or up to $250 without data sharing; it does not require managed-charging enrollment. The managed charging program, by contrast, requires a qualified smart charger and a multi-year commitment. On the commercial side, the workplace and multifamily rebates cover up to 75% of Level 2 project cost (capped at $3,000 per connector or $30,000 per project) and up to 50% of project cost for DC fast chargers (capped at $400 per kW and $40,000 per station).

Sierra Pacific Power serves a high-desert footprint anchored by Reno and Sparks, plus large rural counties, and is regulated by the Public Utilities Commission of Nevada (PUCN) as an investor-owned utility. A key distinction from its southern sibling Nevada Power is the mandatory residential daily demand charge: the charge approved for southern Nevada does not currently apply in the north. NV Energy would have to bring that proposal before regulators in a future northern Nevada general rate case before northern customers see it, so northern EV owners are not yet exposed to a daily peak-demand penalty.
