Pascoag Utility District

Pascoag Utility District does not publish an EV-specific or time-of-use rate. Residential customers are billed on the district's flat residential rate (a $6.00 monthly customer charge plus a per-kWh distribution charge on all kWh, per RIPUC No. 110) plus transmission and power supply charges, all billed per kWh; the price per kilowatt-hour is the same whenever you charge, so charging overnight costs the same as charging at dinnertime. There is no off-peak discount to time an EV around. Drivers who want a clear price signal for off-peak charging will not find one here, which is common for very small municipal utilities.

PUD's listed customer rebates focus on home efficiency: residential energy audit and weatherization incentives, ENERGY STAR offerings, and HVAC and water heater rebates, plus a small business ENERGY STAR program and a whole-house water filter rebate. There is no EV charger rebate to stack with a rate, because PUD offers neither. Rhode Island runs a statewide EV purchase rebate (DRIVE EV) through the Office of Energy Resources, but that is a state program, not PUD's; PUD customers are not Rhode Island Energy customers, so they fall outside that utility's own ratepayer-funded EV programs.

The key service-territory caveat is jurisdictional. PUD is a quasi-municipal district, not part of Rhode Island Energy, the state's dominant investor-owned utility. Because PUD customers are not Rhode Island Energy ratepayers, they fall outside that utility's own EV programs regardless of what those programs currently offer (Rhode Island Energy's AFDC listing shows no incentives currently offered, of any kind, as of this review); an EV owner in Pascoag or Harrisville should plan around the federal tax credit and any state-level incentive rather than expecting a Rhode Island Energy charger rebate.
