Block Island Utility District

Block Island Utility District does not offer an EV-specific time-of-use or off-peak rate. Residential customers are billed on the utility's standard residential rate, which combines a monthly customer charge with per-kWh distribution and power-supply charges. Because there is no overnight rate window, charging an EV at home on the island costs the same per kWh at any hour, so the usual advice to shift charging to off-peak hours does not change the bill here.

Block Island Utility District does not offer a residential or commercial charger rebate, and it does not run a managed-charging program. There is no utility incentive to stack with any rate. Rhode Island residents, including those on Block Island, may qualify for state-level programs such as the DRIVE EV rebate administered by the Rhode Island Office of Energy Resources, but those are state programs, not utility programs. Block Island Power Company customers are not eligible for Rhode Island Energy's ConnectedSolutions EV demand-response program.

The key service-territory caveat is local. The district is a non-profit municipal utility serving a single island of roughly 2,000 customers, and the town of New Shoreham bought the prior power company before the state created the district in 2018. The island ran on diesel generators for decades until it connected to the mainland grid through the sea2shore submarine cable in 2017; the generators remain only as backup during cable outages. Block Island Power Company hosts a public fast-charging station at its Ocean Avenue office, but that is charging infrastructure, not a consumer rate or rebate program.
