Block Island Utility District

Block Island Utility District does not offer an EV-specific time-of-use or off-peak rate. Its published charges include a customer charge and per-kWh charges, and none of them vary by time of day. Because there is no overnight rate window, charging an EV at home on the island costs the same per kWh at any hour, so the usual advice to shift charging to off-peak hours does not change the bill here.

Block Island Utility District does not offer a residential or commercial charger rebate, and it does not run a managed-charging program. There is no utility incentive to stack with any rate. Rhode Island residents, including those on Block Island, should check with the Rhode Island Office of Energy Resources for any state-level EV programs, which are separate from utility programs. Block Island Power Company is a separate utility from Rhode Island Energy, so Rhode Island Energy programs such as ConnectedSolutions should not be assumed to apply.

The key service-territory caveat is local. The district is a municipal utility serving a single island of roughly 1,900 accounts. The island connected to the mainland grid through the Sea2Shore submarine cable in May 2017, and the company keeps a backup generation plant that can power the island during cable or mainland outages. Because those outages are served by backup generation, a fuel adjustment charge applies to kWh used while it runs. Any public charging on the island is charging infrastructure, not a consumer rate or rebate program.
