Ohio Power Company (AEP Ohio)

AEP Ohio's Plug-In Electric Vehicle rate is a time-of-use option that lowers the distribution cost of electricity used during off-peak hours. Off-peak runs 8pm to 6am on weekdays plus all weekend, with on-peak set at 6am to 8pm on weekdays. Charging overnight or on weekends costs less than charging during the weekday on-peak window. The rate suits drivers who can schedule most charging for late evening or overnight. Because Ohio is a restructured market, the discount applies to the distribution charge only, not to generation.

AEP Ohio does not currently run a residential or commercial EVSE purchase rebate, so there is no rebate to stack with the PEV rate. The PEV rate itself comes in two forms: a whole-home version that applies the off-peak discount to all household usage, and a separately metered version that requires a second meter dedicated to the vehicle. AEP Ohio's earlier commercial charging incentive program, which once funded Level 2 and DC fast stations, closed to new applications in April 2022 and is no longer accepting projects.

Ohio is a deregulated electricity market, which changes how these programs work in practice. AEP Ohio handles delivery and the wires, but customers buy generation from a competitive retail supplier or through the utility's standard service offer. The PEV rate only affects the distribution component of the bill, so the headline overnight savings apply to delivery charges; the generation price an EV owner pays still depends on their chosen supplier contract.
