Eversource does not offer an EV-specific residential time-of-use rate in its Massachusetts territory. Home EV owners charge on the standard residential delivery rate, with no EV-only TOU option available for residential service. The utility's off-peak mechanism is instead its Managed Charging program, which treats any time outside 1pm to 9pm as off-peak and pays enrolled drivers $10 a month for shifting charging into those hours.

The residential rebate offsets the wiring or panel upgrade needed for a Level 2 charger, up to $700 for standard-rate single-family customers, more for environmental justice communities and Discount Rate customers, who can also get help with the charger cost. Effective March 2, 2026, customers who take an EV charger or wiring rebate must enroll in Managed Charging, so the rebate and the off-peak program are linked rather than optional alternatives. The commercial make-ready program for workplaces and multifamily sites is separate and far larger in scope.

NSTAR Electric is the Massachusetts electric operating company of Eversource Energy. Its service area spans Greater Boston, southeastern Massachusetts and Cape Cod, and the Pioneer Valley and Berkshires in the west, while much of central Massachusetts is served instead by National Grid. Its programs run under Massachusetts Department of Public Utilities orders, so program terms here change by regulatory filing rather than at the utility's discretion.
