New Hampshire Electric Cooperative

New Hampshire Electric Cooperative (NHEC) is a member-owned cooperative serving about 84,906 members across central and northern New Hampshire. It offers an optional electric vehicle time-of-day rate on a dedicated second meter, a $300 residential rebate for a Level 2 charger enrolled on that off-peak rate, and a commercial EV charging incentive covering up to 75 percent of a project. It does not run a separately branded managed-charging program; the off-peak EV rate is its load-shifting tool.

Residential members who own or lease an EV and can install a separate meter dedicated to the EV charger. The value of this second-meter rate comes from off-peak pricing that is below NHEC's standard residential rate, which is where the overnight-charging savings come from. NHEC's optional Electric Vehicle Time of Day rate is the main tool for EV owners who want to cut charging costs. It runs on a second meter dedicated to the EV charger. On-peak hours are Monday through Friday, 7 a.m. to 9 p.m.; off-peak covers Monday through Friday 9 p.m. to 7 a.m., all weekend, and NERC holidays. The rate is built so that overnight charging on the second meter costs less than charging on the standard residential rate, which makes it a fit for members who can shift most charging to nights and weekends. Enrolling requires the ability to separately meter the EV charger.

The $300 residential rebate is tied to the EV rate: to get it you install a Level 2 charger, add the dedicated second meter, and enroll in the off-peak charging rate. Members can receive up to two of these rebates. NHEC's commercial and municipal program is separate and works differently, covering up to 75 percent of a Level 2 project with caps of $2,500 per station and $5,000 per property. There is no standalone managed-charging or demand-response enrollment for EV drivers; the off-peak rate does that job.

NHEC is a member-owned cooperative, not an investor-owned utility, so a member-elected board sets its rates rather than the New Hampshire Public Utilities Commission setting them through full rate-case regulation. That governance is the main thing distinguishing NHEC from Eversource and Unitil in the state. The service territory is largely rural across central and northern New Hampshire, where winter heating load and cold-weather EV range are practical considerations for members weighing the second-meter setup.
