Indiana Michigan Power

Indiana Michigan Power runs two parallel residential EV charging programs, one for each state in its territory. Indiana customers can enroll in the RS-PEV2 Pilot Rider, which applies a 45% discount to electricity used during off-peak hours of 11pm to 6am daily. Michigan customers enroll in a comparable program that offers a 50% discount on off-peak charging during the same 11pm-to-6am window. The Michigan program requires a separate sub-meter to isolate EV charging consumption; the Indiana pilot uses the existing AMI meter to track off-peak usage. Both programs require a Level 2 (240-volt) home charger. Specific cents-per-kWh amounts for both programs were not available in published tariff text at research time and should be verified against current rate schedules before publication.

Each residential TOU enrollment comes with a $500 rebate toward a Level 2 charger purchase or the pre-wiring needed to support one, making the two programs work together rather than as alternatives. Indiana commercial and multifamily customers can access a separate incentive of $2,500 for the first charging port and $500 for each additional port, covering workplace, fleet, and multi-unit dwelling installations. Small commercial customers in Indiana averaging under 4,500 kWh per month are also eligible for a $500 rebate paired with the same off-peak TOU rate available to residential customers. No formal residential managed-charging program with a utility-controlled option appears to be currently open to new enrollees in Michigan, and the Indiana Option 2 (company-managed charging) was described in the 2025 IURC tariff filing as available only when offered by the company.

Indiana Michigan Power operates as an investor-owned utility regulated by the Indiana Utility Regulatory Commission for its Indiana operations and by the Michigan Public Service Commission for its Michigan operations, meaning the two state programs differ in discount depth and regulatory history. The Indiana pilot program was initially approved in 2020 and has continued under interim IURC authorization; its enrollment cap of 1,000 participants means availability is not guaranteed. Michigan customers fall under a separate MPSC-approved rate schedule, and the MPSC has required I&M to file a transportation electrification plan, which may change the Michigan program shape in the near term.
