Coast Electric Power Association

Coast Electric Power Association is a member-owned electric cooperative serving about 90,247 accounts across Hancock, Harrison, and Pearl River counties in coastal Mississippi. It offers an optional residential and commercial time-of-use rate that EV owners can use to charge overnight at a lower off-peak price, plus a separate commercial rate schedule for public and large EV charging stations. It has no EV-specific charger rebate and no managed-charging program at this time.

Optional time-of-use plan open to commercial members. Per-kWh on-peak and off-peak prices follow Coast Electric's filed commercial rate schedule; members should confirm current figures with the cooperative.

Coast Electric does not publish an EV-only rate, but its optional time-of-use plan is the main tool for EV owners who want to cut charging costs. On-peak hours are narrow: 3 p.m. to 6 p.m. weekdays from April through October, and 6 a.m. to 8 a.m. weekdays from November through March. On-peak energy runs about 40 cents per kWh while off-peak energy runs about 6 cents per kWh, so charging overnight or on weekends costs far less than charging during the short on-peak window. The plan fits members who can shift most charging to off-peak hours.

Coast Electric does not offer a residential or commercial EV charger rebate, so there is no rebate to stack with the time-of-use rate. The cooperative's incentive money instead flows through its Comfort Advantage program, which pays rebates on efficient electric heat pumps for homes and businesses, not on EV equipment. Members operating larger or public charging stations are billed under a separate commercial rate, Schedule 70B, which applies to commercial EV charging service above 20 kW or any service providing EV charging to the public.

Coast Electric is a member-owned cooperative, not an investor-owned utility, so its rates are set by a member-elected board rather than approved through the Mississippi Public Service Commission process that governs Mississippi Power and Entergy Mississippi. That means the time-of-use prices and on-peak windows here are specific to this cooperative and can differ sharply from neighboring Gulf Coast providers, so an EV owner should confirm current figures directly with Coast Electric before enrolling.
