Atlantic City Electric residential customers can enroll in the RS-TOU (Residential Service Time-of-Use) rate and stack it with the EVsmart Off-Peak Charging Credit. Under this structure, peak hours run from 8am to 8pm Monday through Friday; overnight and weekend hours are off-peak. The credit itself is $0.02 per kWh for every net off-peak kilowatt-hour of EV charging above on-peak charging in a six-month period, paid twice a year as a check. The delivery rate differences between peak and off-peak periods under RS-TOU are set in the NJ BPU-approved tariff; ACE does not publish a single all-in cents-per-kWh figure on its program pages.
The $0.02/kWh off-peak credit and the residential charger rebate (up to $1,000) are separate programs that can be combined. The rebate covers up to 50% of make-ready installation costs for a Level 2 home charger; the off-peak credit then rewards ongoing off-peak charging behavior. Both programs require the customer to share EV charging data with ACE, so a networked charger is required for either. Commercial and multifamily property owners apply through the separate EVsmart Make-Ready program, which offers up to $5,000 per Level 2 port for multifamily sites (up to $6,700 in overburdened communities) and up to $60,000 per port for public DCFC stations.
ACE is an investor-owned utility regulated by the New Jersey Board of Public Utilities. New Jersey has a partially deregulated electricity market: delivery remains with ACE, but residential customers may choose a third-party electricity supplier for the generation portion of their bill. The EVsmart Off-Peak Charging Credit is available only to customers taking Basic Generation Service (BGS) supply through ACE, not to customers who have switched to a competitive supplier. EV owners using a third-party supplier are still eligible for the residential charger rebate but cannot access the off-peak credit without first returning to BGS.
