PSE does not publish a dedicated EV-only rate. Instead, EV owners can opt into one of two voluntary residential time-of-use plans. Schedule 307 charges more on weekdays from 7am to 10am and 5pm to 8pm in winter, October through March. From April through September the morning peak drops away and only the 5pm to 8pm window costs more. All other hours, plus all weekends and holidays, fall in the cheaper off-peak window, so overnight charging stays inexpensive year-round. Schedule 327 adds a year-round super off-peak price from 11pm to 7am daily, which rewards drivers who can schedule charging overnight. Both plans are optional and customers can leave at any time without penalty.

The residential Level 2 charger rebate stacks with whichever TOU plan a customer chooses; enrolling in one does not require the other. Buying a qualifying charger through the PSE Marketplace also pre-enrolls the customer in Flex EV, the managed-charging program that pays for shifting charging during forecasted peak events. PSE runs a separate track for multifamily and workplace sites under Up & Go Electric, which covers make-ready and charger installation costs rather than issuing a flat residential rebate, with enhanced support for highly impacted communities.

PSE is an investor-owned utility, so its rates and programs are set through rate cases before the Washington Utilities and Transportation Commission. Exact per-kWh TOU prices change when those cases close, so customers should confirm the current numbers on PSE's tariff sheets before enrolling. Washington's clean-energy mandate shapes PSE's EV investment, but this page leaves the per-kWh figures for direct verification because PSE's rate cases update those figures periodically.
