Portland General Electric's Time of Day rate is the primary tool for EV owners who want to cut charging costs. The plan has three tiers: an off-peak rate of 9.01 cents per kWh applies from 9pm to 7am on weekdays and all day on weekends and holidays; a mid-peak rate of 16.89 cents applies from 7am to 5pm on weekdays; and an on-peak rate of 43.65 cents applies from 5pm to 9pm on weekdays. An EV owner who charges overnight consistently pays the 9.01 cent rate, which is roughly one-fifth of the on-peak rate. Any PGE residential customer can opt into Time of Day instead of Basic Service; PGE offers a bill protection guarantee for new enrollees, crediting the difference if the Time of Day plan costs more than Basic Service over the trial period.

The residential charger rebate and the Smart Charging managed program are linked: customers must enroll in Smart Charging (which lets PGE pause charging during peak events) to claim the rebate. Standard customers receive up to $300 toward a qualifying Level 2 charger; income-qualified households at or below 80 percent of area median income can receive up to $1,000 for the charger and up to $5,000 for an electrical panel upgrade. Smart Charging also pays a $50 enrollment bonus plus a $25 bill credit at the end of each six-month season. Tesla owners can participate through either the WeaveGrid or evPulse telematics pathways without a separate charger rebate, using vehicle software rather than hardware to manage charging timing. Commercial and multifamily operators have a separate rebate structure: $2,000 per Level 2 port for standard sites, up to $3,500 per port for multifamily, and up to $22,000 per port for sites in HB 2165-designated underserved communities. DC fast charger rebates reach $55,000 per port for qualifying 150 kW-capable equipment in underserved communities.

PGE is an integrated investor-owned utility regulated by the Oregon Public Utility Commission, so its rates and programs require OPUC approval. Oregon HB 2165 (2021), codified at ORS 757.673, requires PGE (and Pacific Power) to collect and invest a minimum of 0.25 percent of annual revenues in transportation electrification, with a portion of that investment directed to low- and moderate-income and underserved communities per OPUC order. That mandate is the statutory basis for the income-qualified tier in the residential rebate and for the enhanced commercial rebates in underserved areas.
