NorthWestern Energy does not offer a confirmed EV-specific residential time-of-use rate. The utility bills its Montana residential customers on a structure that splits a Supply Rate, which reflects the cost of the electricity itself and is adjusted quarterly, from a Delivery Rate. NorthWestern's filed Montana tariffs include a Residential Smart Grid Time-of-Use Demonstration, Schedule RSGTOUD-1, but that tariff was limited to a volunteer pilot group of customers in Helena and expired by its own terms in 2014, so it is not a rate any EV owner, in Helena or elsewhere, can enroll in today. Most Montana EV owners on NorthWestern service should expect to charge on a standard residential rate.

NorthWestern's residential and commercial rebates run through its Efficiency Plus (E+) programs, which cover heat pumps, insulation and weatherization, and smart thermostats rather than EV chargers. No NorthWestern residential or commercial EVSE rebate could be confirmed from the utility's own pages or from the DOE Alternative Fuels Data Center, and no managed-charging or smart-charging enrollment program was found. An EV owner looking to offset a home charger install will generally rely on the federal charging tax credit and any state programs rather than a NorthWestern rebate.

Montana is a largely vertically integrated, single-utility market in NorthWestern's territory, so the same company handles generation, delivery, and rates under Montana PSC oversight, and there is no competitive retail supplier to shop. The public EV charging an owner sees along Montana highways is driven mostly by state DEQ administration of federal NEVI corridor funds, not by a NorthWestern customer program. NorthWestern's footprint in this dataset also touches a small slice of northwest Wyoming, where program applicability can differ.
