PSEG Long Island, which operates LIPA's system, has no single dedicated EV rate; its standard residential rate is itself a Time-of-Day rate. On the standard Off-Peak Rate (Rate 194), peak pricing applies weekdays from 3pm to 7pm year-round, and nights, weekends, and federal holidays are always off-peak. The optional Super Off-Peak Rate (Rate 195) adds an overnight window of 10pm to 6am, seven days a week, priced up to 40 percent below the Flat Rate, which is the window most home EV charging falls into. It suits drivers who can charge overnight and shift other large loads off peak.

The residential Level 2 charger rebate is a flat amount that does not require enrolling in a Time-of-Day rate, so customers can claim the rebate and separately choose whether a Time-of-Day plan saves them money. The rebate is $100 for most customers, rising to $400 for customers in Disadvantaged Communities or on the Household Assistance Program. Commercial and multifamily sites use a separate EV Make Ready program that funds charging infrastructure rather than the device itself, so the residential and commercial paths do not overlap. That program stopped pre-approving new DC fast charger applications for the rest of 2026 on April 21, 2026, while Level 2 applications remain open.

LIPA is a New York State public authority, not a PSC-regulated investor-owned utility, so its board sets rates after the New York Department of Public Service reviews each proposal and makes recommendations. The system is run day to day by PSEG Long Island under a long-term operations contract, which is why every EV program here carries the PSEG Long Island brand even though LIPA owns the system. The service territory covers Nassau and Suffolk counties plus the Rockaways in Queens, so a Queens address outside the Rockaways is served by a different utility.
