Green Mountain Power Corporation
Green Mountain Power is Vermont's largest investor-owned utility, serving about 275,494 customers across roughly three-quarters of the state under Vermont Public Utility Commission regulation. It offers two residential EV rate options, a managed off-peak EV rate (Rate 72) and a time-of-use EV rate (Rate 74); a free in-home Level 2 charger tied to its managed home charging program; and EV purchase rebates of up to $2,500 for income-eligible customers. Commercial customers can get fleet and charging-station incentives separate from Vermont's statewide EV programs.

GMP Home Charging Program (managed charging)
GMP manages a customer's home Level 2 charging during monthly peak events, alerting customers ahead of time and pausing charging to cut peak demand. Customers can opt out of any event and still charge, and the program is the basis for the free in-home charger and the Rate 72 off-peak EV rate.
Free Level 2 charger with EV purchase or lease, plus access to the off-peak EV charging rate; customers may opt out of any peak event.
Green Mountain Power's residential EV rates are the main tool for EV owners who want to cut charging costs, and GMP offers two of them. Rate 74 is a time-of-use plan where peak hours run Monday through Friday from 1 p.m. to 9 p.m. and everything outside that window is off-peak, so charging overnight costs less than charging during the afternoon and evening peak. Rate 72 is an off-peak EV rate paired with the standard residential Rate 1, where GMP manages charging during a handful of monthly peak events and customers can opt out of any event. Both reward shifting charging away from the late-afternoon peak.
The rebates stack with the rates. GMP's free in-home Level 2 charger comes with enrollment in its managed home charging program, which is the same program that powers the off-peak rate, so the charger and the rate work together rather than separately. EV buyers can also claim a purchase rebate, up to $2,500 for income-eligible customers on an all-electric vehicle, plus a $500 check for connecting an eligible charger and enrolling in a discount charging rate. These are GMP programs and are separate from Vermont's statewide EV purchase incentives.
GMP is a single-state, investor-owned utility regulated by the Vermont Public Utility Commission, and Vermont is not a deregulated electricity market, so GMP both delivers power and sets these retail rates and rebates directly. Drive Electric Vermont coordinates EV adoption statewide but is not the source of GMP's utility programs; the incentives described here are GMP's own and apply only at GMP service addresses in Vermont.
