Dominion Energy South Carolina offers one EV-relevant rate, the voluntary You Shift You Save plan (Rate 5-TOU), open to all residential electric customers. Prices vary by time of day. On-peak hours run 4 to 8 pm on summer weekdays and 6 to 9 am on winter weekdays, when electricity costs the most. The super off-peak window runs 1 to 5 am year round; the utility markets this period as approximately 40 percent below the standard residential rate. Drivers who can schedule overnight charging in that window typically see the most savings. All other hours are off-peak and sit between super off-peak and on-peak in price. Participation is voluntary and customers can leave the rate at any time, though re-enrollment is blocked for 12 months after opting out. The rate and its time windows are under review by the South Carolina Public Service Commission with changes expected to take effect July 1, 2026.

There is no residential charger rebate from Dominion Energy South Carolina, so the TOU rate does not pair with any utility cash incentive for buying a charger. Some third-party sources cite a $125 charger rebate and a $40 annual demand-response payment under the Dominion Energy EV Charger Rewards program; those figures belong to Dominion Energy Virginia, a legally separate operating company. The utility also runs a general demand-response program called Reward Hours, where residents earn bill credits by voluntarily reducing usage during called peak events, including by delaying EV charging; this is not a dedicated EV managed-charging program. The commercial and multifamily side is different: the Turnkey Charging Solutions program lets businesses, parking facilities, and multi-family communities add networked Level 2 stations with no upfront cost. Dominion designs, installs, and maintains the hardware; the site host sets its own charging prices and keeps all revenue; the utility bills a monthly fee on the financed remaining cost.

Dominion Energy South Carolina is the regulated investor-owned utility formerly known as SCE&G, and it is governed by the South Carolina Public Service Commission, not the Virginia State Corporation Commission that regulates its larger parent-company sibling. That regulatory separation is why the two companies run different EV programs. The utility serves roughly 806,000 customers in a service area that spans urban centers like Columbia and Charleston and extends into surrounding counties, but does not cover Duke Energy Progress or Duke Energy Carolinas territory in the upstate.
