MLGW does not offer an EV-specific residential time-of-use rate. The utility does run a general residential time-of-use rate, Schedule RS-TOU, but enrollment has been limited to pilot participants rather than open to all customers, and the rate is not designed around vehicle charging. Most residential customers are billed on the standard Schedule RS, where the per-kWh energy charge does not change by hour of day and moves only with TVA's monthly fuel cost adjustment and seasonal wholesale changes, not with peak and off-peak windows. That means an MLGW customer pays the same rate to charge an EV overnight as during the afternoon.

MLGW has no confirmed current home charger rebate, so there is no standing MLGW residential incentive to stack against its rates. Earlier MLGW efforts, including a 2019 Nissan LEAF purchase rebate and the federally funded EV Project that placed Blink Level 2 chargers with public-access hosts, have ended. EV charging funding that reaches Memphis today generally comes from TVA and the state rather than from MLGW rebate programs, including the TVA and TDEC Fast Charge TN Network, which funds public DC fast-charging stations through TVA local power companies.

The defining caveat for MLGW customers is the TVA relationship. MLGW buys wholesale power from TVA and resells it, so most EV programs marketed to Memphis residents are TVA EnergyRight or state of Tennessee initiatives, not MLGW utility programs. TVA's EnergyRight program offers an online EV charger marketplace and price comparison, and the TVA and TDEC Fast Charge TN Network builds public fast charging along Tennessee corridors. The federal 30C charger credit ended June 30, 2026, so charger incentives now come from state and utility programs rather than a federal credit.
