Baldwin County Electric Membership Corporation (Baldwin EMC)

Baldwin EMC does not offer an EV-specific or off-peak time-of-use rate. Residential members charge an electric vehicle on the cooperative's standard residential rate, so the cost to charge overnight is the same per kilowatt-hour as any other home use at that hour. The cooperative reviewed a federal PURPA standard on EV charging rates through a public hearing in 2023, but it has not published an EV rate as a result. Members who want to lower charging costs do so by managing when and how much they charge, not through a dedicated rate.

Baldwin EMC publishes no residential or commercial EV charger rebate, so there is nothing to stack with a rate plan. The cooperative's main demand-side program, Centsible Power, pays bill credits for letting Baldwin EMC briefly cycle water heaters and HVAC during peak events; it does not cover EV charging. EV owners seeking purchase or installation help should look to the federal tax credit and any statewide Alabama programs rather than to a Baldwin EMC incentive.

Baldwin EMC is a member-owned cooperative, not an investor-owned utility, so its rates are set by a member-elected board rather than the Alabama Public Service Commission. That governance, common among rural southern co-ops, is one reason its EV offerings stay minimal: program changes follow member and board priorities. An EV owner in Fairhope, Foley, or Gulf Shores should confirm the current residential rate directly with Baldwin EMC before assuming any EV-related discount exists.
