Arizona Public Service (APS)

APS offers an EV-specific time-of-use plan, EV Overnight Charging 11pm-5am Weekdays. On-peak hours run 4 p.m. to 7 p.m. Monday through Friday year-round. The overnight window, 11 p.m. to 5 a.m. on weekdays, is priced below regular off-peak hours, and on November through April bills a super off-peak window of 10 a.m. to 3 p.m. on weekdays is cheaper still. Weekends and listed holidays are off-peak all day. The plan suits drivers who can charge overnight and stay out of the late-afternoon peak. Enrollment requires owning an EV, and per-kWh prices change by season. APS also offers a time-of-use plan with a demand charge that is open to any residential customer, where a high-power charging session during the peak can raise the monthly bill.

APS does not publish a home charger rebate. The APS Marketplace offers Level 2 smart chargers and shows any instant rebate a customer qualifies for after the customer enters an APS account number, but neither the marketplace nor the APS EV page lists a rebate amount. The SmartCharge program pays a $25 enrollment credit plus $5 per month and works through a supported vehicle or connected charger. Its EV Charging Assistant Rewards option, where APS adjusts charging, is paused for new enrollments with a waitlist. The enrollment page still offers sign-up for EV Data Rewards, which only shares charging data, though the APS EV page describes the program as full, so check the enrollment page before planning on it. APS says business EV charging incentives and make-ready programs are not currently available, so business sites plan projects through an APS EV charging site review and the APS construction process.

APS is a vertically integrated utility that generates and delivers power, and the Arizona Corporation Commission approves its retail rates. A new APS rate case is pending before the Commission, so the prices and time windows above can change once it is decided. APS does not serve all of Arizona: much of metro Phoenix is served by Salt River Project and much of the Tucson area by Tucson Electric Power, so check the bill or the APS service area map before relying on these plans.
