Arizona Public Service (APS)

APS offers an EV-specific time-of-use plan, EV Overnight Charging 11pm-5am Weekdays. On-peak hours run 4 p.m. to 7 p.m. Monday through Friday year-round, and the cheapest overnight window runs 11 p.m. to 5 a.m. on weekdays, with an added winter super off-peak window of 10 a.m. to 3 p.m. on weekdays from November through April. The plan is best for drivers who can charge overnight and avoid the late-afternoon peak. Enrollment requires owning an EV, and exact per-kWh prices change by season.

The $250 residential rebate applies to a qualifying Wi-Fi connected Level 2 smart charger and is separate from the rate plan, so a customer can claim it regardless of which plan they choose. The SmartCharge managed-charging program pays a $25 enrollment credit plus $5 per month and also requires a connected Level 2 charger. APS's commercial and multifamily customers do not use these residential offers; they go through Take Charge AZ, where APS installs and owns the charging equipment.

APS is a vertically integrated utility, so it both generates power and sets the retail rates its EV customers pay, with all plans approved by the Arizona Corporation Commission. Arizona's hot summers shift the system peak to late afternoon, which is why the on-peak window sits at 4 p.m. to 7 p.m. and why charging value concentrates in the overnight hours rather than midday.
