PSO's Residential Service Electric Vehicle (RSEV) rate schedule became effective January 30, 2025, and is available to any PSO residential customer who owns a plug-in electric vehicle. The schedule divides the year into an on-peak season (June through October) and an off-peak season (November through May). Within the on-peak season, peak hours run from 2:00 pm to 7:00 pm on weekdays. A super off-peak window of 11:00 pm to 6:00 am applies all days of the week year-round. The base service charge is $17.00 per month. Specific per-kWh energy charges for each pricing tier are published in PSO's tariff Schedule RSEV; customers should confirm current rates at psoklahoma.com/ratesandtariffs before making enrollment decisions.

PSO offers a rebate of up to $200 for ENERGY STAR-certified Level 2 smart EV chargers through its Power Forward with PSO program. Customers must be PSO residential account holders, purchase the charger new in Oklahoma, and apply within 45 days of purchase with a receipt. The program runs through December 31, 2026, or until funds are exhausted. PSO also offers Charge Choice, a managed-charging program run through WeaveGrid that pays enrolled customers $60 to $120 a year for allowing brief adjustments to home charging timing. No commercial or multifamily EV charger rebate has been confirmed. The RSEV rate and the charger rebate are independent programs; enrolling in one does not require or preclude the other.

PSO serves a large footprint across eastern and southwestern Oklahoma, including the Tulsa metro area, operating as a fully vertically integrated utility under Oklahoma Corporation Commission jurisdiction. Oklahoma does not have a deregulated retail electricity market, so PSO customers cannot switch suppliers. The OCC approved a rate settlement for PSO effective January 2025, which established the current tariff rates including the RSEV schedule. Oklahoma residential electricity rates have historically ranked among the lower end of the national range, which tends to make the already-discounted off-peak RSEV rate particularly cost-effective for overnight home charging.
