PECO does not publish an EV-specific rate. Instead it offers an optional whole-home Time-of-Use plan that EV owners can use to time their charging. The plan applies generation charges that are highest on-peak from 2pm to 6pm on non-holiday weekdays, lower off-peak in the surrounding hours, and lowest super off-peak from midnight to 6am every day. Charging an EV between midnight and 6am captures the cheapest generation rate. The plan suits drivers who can schedule overnight charging and who buy generation from PECO rather than a competitive supplier.

PECO's residential support is modest: a $50 Smart Driver Rebate for telling PECO you bought an EV, which participants can pair with the optional Time-of-Use rate. The larger dollars sit on the commercial side. A Level 2 commercial pilot pays make-ready rebates per port, and a separate Public Benefit Program funds Level 2 and DC fast charging for public-purpose sites. The residential and commercial tracks are distinct programs with different eligibility, and both commercial tracks are scheduled to run through May 31, 2029.

PECO operates in Pennsylvania's deregulated electricity market, so customers can buy generation from a competitive supplier while PECO handles delivery. That matters for EV owners because the Time-of-Use generation rate only applies if PECO is your generation supplier; customers on a third-party supplier contract pay that supplier's pricing instead. PECO's electric footprint covers the five southeastern Pennsylvania counties of Philadelphia, Bucks, Chester, Delaware, and Montgomery, and the Level 2 commercial pilot pays a larger per-port rebate for sites inside designated Environmental Justice Areas.
