Hawaiian Electric does not offer a residential EV-specific time-of-use rate open to new customers on Oahu. Its general residential TOU options are closed: Schedule TOU-RI closed to new customers on October 31, 2022, and the Shift and Save TOU pilot closed to new enrollment on February 1, 2025. Residential EV owners therefore charge on their standard residential rate, which does not vary by time of day. Oahu electricity prices are among the highest in the country, and because rooftop solar is widespread, households that own solar can lower their EV charging cost by charging during the day and using their own generation rather than buying from the grid.

There is no Hawaiian Electric rebate for a home charger, so residential customers have no rebate to stack against a rate. On the commercial side, the picture is different: the Charge Up Commercial make-ready program covers installation costs at eligible businesses, multifamily properties, office buildings, and fleet depots, and requires the charging equipment to be on a dedicated meter taking service on Schedule EV-J or EV-P. Those EV time-of-use rates reward mid-day and overnight charging.

Oahu sits in a fully islanded grid with no mainland interconnection, so charging load is balanced against locally generated solar and fossil generation rather than imported power. The commercial EV-J and EV-P schedules run as a pilot effective March 18, 2022 through March 17, 2027, after which the rate design may change. Hawaiian Electric, Hawaii Electric Light, and Maui Electric share program design under the Hawaii PUC, but enrollment and metering are handled by the operating company for each island.
